Based in Alton's Singapore office, Francis has a decade of experience in air transport regulation, corporate strategy, and risk management.

 

Prior to joining Alton, Francis held several positions at the Civil Aviation Authority of Singapore (CAAS), where he was responsible for the economic regulation of air transport, engagement of airport and airline stakeholders, and negotiation of international aviation agreements, including the ASEAN-EU Comprehensive Air Transport Agreement.

 

During his time at CAAS, Francis led strategic and transformational initiatives, including the design and implementation of an enterprise risk management framework to determine and mitigate the top strategic risks faced by the agency and Singapore’s aviation sector. Throughout the COVID-19 pandemic, Francis also drove scenario planning and horizon scanning efforts, authoring data-driven analysis pieces covering government response worldwide, vaccine rollout, and workforce changes.

 

Francis holds an MPhil in International Relations from the University of Cambridge and a BA in Political Science from the University of Chicago.
